At the St. Paul Public Housing Agency (PHA) our mission is to help families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing and links to community services. We own and operate almost 4,300 public housing units and administer over 4,600 Housing Choice Vouchers (HCVs), providing safe, affordable, quality housing to over 21,000 people. The U.S. Department of Housing & Urban Development (HUD) has recognized the PHA as a “High Performer” for 25 consecutive years in Public Housing and for 14 years in the HCV Program (both are rated under HUD’s assessment systems, “PHAS” and “SEMAP”). I am proud to be the Executive Director of an organization that has received national recognition for its accomplishments. I am also very proud of our staff for their hard work and continued dedication to the PHA mission. The Agency’s Board of Commissioners sets the tone from the top, and we very much appreciate their support and guidance.

Special thanks to the Minnesota Legislature for its historic approval of $100 million for affordable housing in the 2014 session, adding to smaller appropriations in prior years. The St. Paul PHA has benefited directly in the form of grants and loans approved by Minnesota Housing, that are supplementing the PHA’s federal funding so we can preserve and even build some new affordable housing for very low income families. Recent Minnesota Housing awards to the PHA include the following:

  • $540,000 in Economic Development and Housing Challenge Program – Multifamily (EDHC-MF) funding to build a six-plex at Roosevelt Homes, completed in January 2014.
  • $820,000 in General Obligation (GO) bond funding to modernize the Dunedin Terrace; Phase I of the Dunedin Terrace modernization was completed in May 2014.
  • $360,000 in EDHC-MF funding to build a four-plex townhome at Mt. Airy Homes; completed in January 2015.
  • $1,080,000 in EDHC-MF funding to build a 12-plex townhome at McDonough Homes, construction is now underway and is expected to be completed by March 2016.
